Instructions ISSUED BY THE CONSERVATORS TO THE REEVES OF EPPING FOREST. The following information as to who is a Commoner is given for your guidance. The Decree of the Master of the Rolls made in the Epping Forest suit is a legal decision, absolutely binding upon all persons, Conservators and Commoners, and it declares : "That the owners and occupiers of lands and "tenements lying within that part of the Forest of "Essex in the Count}' of Essex now known by the name "of Epping Forest (other than the waste lands of the "said Epping Forest) are entitled in right of, and as ''appurtenant to their several lands and tenements "within the said Epping Forest to a right of common of "pasture upon all the waste lands of the said Epping "Forest for all manner of Cattle (that is to say, neat "beasts and horses) commonable within the Forest "levant and couchant upon their respective lands within "the said Epping Forest according to the assize and "customs of the said Epping Forest." The lands and tenements, the owners and occupiers of which are entitled to this right of common, must be lands and tenements situate within the Forest Parishes, namely, Epping, Theydon Bois, Loughton, Waltham Holy Cross (including Waltham Abbey and Sewardstone),
