7 1st.—To the control of Epping Forest being handed over, as proposed, to the City of London, without the elective principle being introduced in a more marked and effective manner than that of four Verderers, "which at best is torpid, and irresponsible to their constituents. The term should not exceed seven years ; and as young men are not likely to be elected, the control exercised by them, as part of a committee of twelve, would bo feeble and utterly unsuited to the duties devolved on them, and opposed to the spirit of the times. Also no representation at all is given to the Metropolitan Districts containing the large bulk of the population directly interested; and which neither the City nor the Verderers can be in any way said to represent. A fair representation would be the three Verderers for life, other Verderers to cease.
