PREFACE. The Writer of the following Letter, which he presumes to address to His Majesty's Commis- sioners of Woods and Forests, and which he wishes to attract the notice of His Majesty's Ministers, to whom he is a sincere well-wisher, begs that it may be understood to be a Prelude to a Publication in which he has engaged to show that a partial Enclosure of the Forest of Wal- tham and Hainault is practicable, without any diminution either of the interests or enjoyments of Persons resident in or connected with these Forests. The Verderor, who is the promoter of such an Enclosure, has pledged himself to prove that every interest on these Forests, from the King to the Peasant, will be materially improved by it.
